Three Suspects Arrested During Complex Warrant Service Operation

The Cheyenne Police Department (CPD) has arrested two teenagers and one adult following a coordinated warrant operation on December 19. The arrests come after an investigation into a December 7 incident where the suspects were in possession of firearms, planning to murder an individual at a local residence.

Detectives submitted probable cause affidavits to the District Attorney’s office for the arrest of two males, ages 16 and 17, on charges of attempted 1st degree murder, and an 18-year-old adult, Michael DeHerrera, for conspiracy to commit 1st degree murder.

Search warrants were served at the following locations:

  • 5100 block of Cable Avenue
  • 3400 block of South Greeley Highway
  • 500 block of Harvard Lane
  • 4000 block of Cheyenne Street

Investigation Background:

The warrants were obtained as part of an investigation led by the department’s Crime Prevention Team (CPT). It was determined that on December 7, 2025, the two teens and DeHerrera drove to a residence in the 100 block of Arp Avenue armed with AR-style rifles. Video surveillance shows the teens parked outside of the home and discharged a rifle, striking a vehicle. They left the scene and returned a short time later. The two teens then forced entry into the home with intent to kill an individual inside. DeHerrera transported and assisted the two during the planned, targeted attack.

Operation Details:

Based on the findings of the investigation, detectives applied for and obtained search warrants at four locations, and had probable cause for the arrest of each suspect:

  • Cable Avenue: The CPT, Community Action Team, and a K9 team arrived at the residence and took the 17-year-old suspect into custody without incident. The location was then searched and cleared.
  • South Greeley: The Cheyenne Police/Laramie County joint SWAT team and a K9 team arrived at the residence and received information that the 16-year-old suspect was at another home on Cheyenne Street. CPD Detectives drove to Cheyenne Street and following a period of surveillance, observed the suspect exit the home and enter a vehicle. They followed and conducted a high-risk traffic stop near the intersection of Fox Farm and Morrie Avenue. With the assistance of a K9 team and the Laramie County Sheriff’s Office, the 16-year-old was commanded to exit the vehicle and was taken into custody without incident.
  • Harvard Lane: CPD Detectives, the U.S. Marshals Service Fugitive Task Force, and a contingent SWAT team arrived at the residence, but Michael DeHerrera, was not there. A team of deputies, officers, and a K9 team located his place of employment in the county and made contact with him there. DeHerrera fled, and following a brief foot pursuit, he was taken into custody.
  • Cheyenne Street: CPD Detectives, the CPT, and U.S. Marshals Service Fugitive Task Force searched and cleared the residence.

This operation was pre-planned and extra precautions were taken to ensure the safety of everyone in each area. Adjacent schools - McCormick Jr. High and Afflerbach Elementary School - were temporarily placed into a secure perimeter when the operation began at 1:30 p.m. By 2:00 p.m., the perimeter was lifted.

“This was a complex situation - through careful coordination and communication, our officers were able to safely and effectively complete the operation. I’m very proud of the work demonstrated by our team,” said Chief Mark Francisco. “We want to send a clear message: the Cheyenne Police Department will use every resource available to prevent violent crime and to put dangerous criminals in jail.”

The two teens each had warrants for probation violations in addition to the affidavit for attempted 1st degree murder. All three were booked into the appropriate Laramie County detention center. Additional felony charges are being reviewed. This case remains under investigation by the Cheyenne Police Department.
