Case Update: Arrest Made Following Fatal Shooting of 19-year-old

A Cheyenne man has been arrested in connection with the fatal shooting of a 19-year-old that occurred on September 20 in the parking lot of King Soopers.
Case Background:
On Saturday, September 20 at approximately 9:06 p.m., Cheyenne Police Officers were dispatched to a report of shots fired in the King Soopers parking lot, located at 3702 Dell Range Boulevard. At the scene, officers located a 19-year-old male with apparent gunshot wounds. First aid was administered until medical personnel arrived. The male was later declared deceased.
Officers contacted 21-year-old Mansoor Ali, who identified himself as the shooter. He was immediately detained.
Investigation Findings:
Through the investigation, detectives determined that earlier in the evening, Ali was at the Walmart parking lot, located at 2032 Dell Range Boulevard. While there, he witnessed an altercation involving store staff, the 19-year-old victim, and his three friends. Ali, driving a pickup truck, offered assistance to Walmart staff, which was declined.
Ali followed the four individuals, who were traveling in a passenger car, out of the parking lot and onto Dell Range Boulevard. While traveling behind the car, Ali began harassing the group by activating his high-beam headlights. In response, the car accelerated and abruptly braked, escalating the conflict. Both vehicles continued driving recklessly.
Ali called his brother during the dispute stating that he would “lure” the group to a nearby parking lot. He then parked at King Soopers. When the car passed by, Ali exited his vehicle yelling, then displayed a pistol and pointed it at the car.
After seeing the gun, the driver of the car drove away at a high rate of speed but returned moments later.
As the vehicles crossed paths again, the 19-year-old victim exited the moving car while holding a firearm. Ali fired several shots striking the victim, who collapsed.
Following the investigation, detectives forwarded their results to the District Attorney for a potential charging decision. This morning, October 9, Ali turned himself into the Laramie County Jail. He was booked on one count of 2nd-degree murder and four counts of aggravated assault.
“These investigations take time, and while we can’t always release details immediately, progress is being made behind the scenes,” said Chief Mark Francisco. “I want to thank each member of our team who worked to build a strong case that ultimately led to these charges.”
The Laramie County Coroner will release the identity of the decedent at a later time.
